Tear it down and see what the damage is.. It may be cheaper to rebuild.
I've heard of guys pouring mystery oil into the cylinders and the block and freed them up, but that is a heck of a gamble especially if you don't know the history of the engine.
I guess a question I would have to ask the old owner is, did it seize due to lack of oil/oil pressure? If so, could be a mess.

i'm old school, put lots of oil in the cylinders and tie a rope to it and pull, see if you can free it first. I have had it work on two jeeps that had sat to long. Never tried it on a VW but i would.

Diesel oil (cheaper than mystery oil and thinner than engine oil) let it sit for a week or longer then try to rock it in gear. The mag case and engine mounts are too weak for jerking it with another car especially after it has had an open exhaust filling up with rain for two years. It will have to be dissasembled but at least it will free wheel. It is a poster child for using a u tube exhaust. Smile
