Hmm Do you mean your baja (pre 68/swing axle) bug tires are sitting on the outer edge of the rear tires?

If so that is a torsion problem not a shock problem.

What he said, its the only way you will get rid of the positive camber issue.

You need to limit the downward travel until you convert to IRS. Raise the bottom stop 1/4 inch.

When you raise the rear of a swing car the tires get positive camber. At some point the change from extreme positive camber to extreme negative camber launches the rear of the car over the front. IRS minimizes the problem. Swapping pans is easiest. Weld on inner pivots are available. A IRS donor Beetle would supply you with reference points for assembly, tranaxle, axles and suspenion components. Then you can borrow, buy or make a locating jig from the IRS torsion housing to locate the new pivots on your vehicle. Take some angle measurements from the IRS before you disassemble it so you can check your installation.

"minimize" is the key word, if you go too high you will still have positive camber.
