When I read posts about not needing emissions testing for registration in Maricopa Couty I wanted to know more and how to get it for me. This post just explains this in a little better detail.
Anyone can get collector car insurance if you meet a few general requirements: 1) Generally speaking, the car must not be your daily driver as in must have another vehicle that is registered and you use for your daily tasks. Most insurers place a mileage limit such as 2,500 miles, others are higher numbers or even unlimited. 2) In Arizona it is MUCH easier for you to get if your car is 25 years old or older. 3) Car must be parked in a FULLY enclosed, locked garage. These are the 3 main requirements for the insurance companies to consider you getting a policy with them. The requirements vary some by insurer, so if not sure just ask your insurance agent. From the insurance company's standpoint they like the vehicle being stored securely and driven very little. From our standpoint as users/purchasers, it is also desirable because we get FULL vehicle coverage for as low as $100.00 a year, don't have to go through emissions, can register our vehicle for multi-year registrations at a time.

A 2002 analysis showed that the testing and repair of collectible vehicles in the Phoenix area, and of collectible vehicles and motorcycles in the Tucson area, does not provide a significant air quality benefit. Subsequently, in 2005 the Arizona Legislature passed House Bill 2357 to authorize the exemption of these vehicles. The exemptions required the approval of the U.S. EPA and a request for approval of the exemptions was submitted to the U.S. EPA on Dec. 23, 2005 and supplemented on October 03, 2006. Copies of the submittal are available upon request by calling the Planning Unit at (602) 771-2373. The U.S. EPA's approval became effective on April 30, 2007 (March 30, 2007; 72 FR 15046)

ADEQ and the Arizona Motor Vehicle Division have begun to implement this exemption. Owners of collectible vehicles must contact their insurance carriers to arrange for the required insurance. The carrier will notify MVD electronically, allowing the vehicle to be registered as a collectible vehicle.

This is not just limited to AZ for getting Collector Car insurance, it applies to all states, but the emissions part is AZ specific as no-one else tests their old cars and not sure if it waives testing for all other states by getting this insurance if your car would normally need smogged. So if you think you qualify, just ask your insurance agent, or here is a link that might be of interest listing specialty insurance companies.

As a last note.. more restrictive policies (ie low mileage) will have much lower rates. And using your "Classic" registered vehicle for what is considered daily uses can cause issues if you have to file a claim. For example... going to the mall for 6 hours shopping coming out to see you "classic" is not where you parked it. Getting in an accident driving to work will not be looked at the same as getting into an accident coming home from a car show/meeting/run. If you meet the guidelines you can save some serious cash and also the hassle of emissions testing. Hope this helps for those who like me wanted more info on this topic. Ray
