Below is a letter I received from the office of Russell Pearce regarding the SB1324 Emissions law that was recently passed in AZ

Hello Mr. Davis,

Russell Pearce is out of the office for a few days. I wanted to make sure you received an answer to your inquiry.

Even though SB1324 passed, it is conditional upon EPA approval (SB1324 exempts 1974 model year and older from applicable vehicle emission testing requirements). The EPA is required to act on all revisions and submissions within 18 months of the submission to them. Unfortunately, EPA's track record for acting on the revisions and submissions is, as you can imagine, not very good. This has lead to to a number of lawsuits against the EPA looking to compel action. In Arizona's case, the EPA has been the subject of recent lawsuits for failing to act on submissions in the early 1990's which is very, very frustrating.

So at this point, it is extremely difficult to know when this law will go into effect.

Ah, the good life (as a government employee). Longevity based on budgets and politics, without a hint of performance in the equation.

Every government agency should be completely overhauled. I'd be shocked if they ran at even 20% efficiency.

But (as usual), I don't have an opinion. Laughing

I am sure all pre 74 car owners are waiting in great anticipation for this law to take effect. However, since this site is primary a vw based one, I don't think too many muscle car owners will be visiting it.

I dont own one anymore, but I used to have a 68 & 68 Chevelle SS.

Be that as it may, I still believe the majority of people who frequent this site are VW owners.

I am not putting down muscle car owners as I do have one and would therefore be putting down myself.

Just seems a little different for someone to champion the muscle car on a VW site.

I"m always thinking it is a good fit most muscle car owners are all about speed, power drag racing. who is the quick person at the light. We want it to be built proof. Want the engines to last forever etc. Most VW baja types are what can I go over next who can I beat how fast will it go.

You go to a VW event and we get how slow can you go, What is the total number of people we can pack in to the VW bus. How long will it last before the engine blows up. Smile

Seems Baja and Muscle Car types come from the same mold.

Really? It takes 37 pages to say what needs emissions?

I wasn't aware of this law. But you guys all know about Collector Car Insurance in AZ, right? If you have collector car insurance and drive less than 6,000 miles you are emissions exempt.

A friend of mine has done that with a 74 CJ, seems like a loophole and another place to scam us by having to buy insurance that may be at an inflated price.

Actually I've used this for at least 3 different cars. It's a great deal if you drive less than 6000 miles. There are some technicalities but the pricing is great. For example I had one car covered for $7500 stated value and paid $120 for a full year with full coverage! It even included towing! You have to send them pictures of your car and you're supposed to only drive to shows, events and the good one - pleasure drives. Check it out.
