First off, welcome to the site!

To raise your rear end, you should only need to reindex the torsion bars. It's not hard to do, just kinda tedious and time consuming. The nice thing is you shouldn't need to spend any $$$ to do this, unless maybe your torsion bushings are shot, but they're cheap. BE CAREFUL is the main piece of advice, as torsions can be "pre-loaded", but since your car is lowered, I don't think it's possible that they're preloaded.

Here's a link I just found doing a Google search for "reindexing VW torsions."

Reindexing VW torsions

Oh- and you can adjust your front end up slightly as well, but you'll probably want to consider a "cut and turn" on your front beam. Basically, you cut your front beam in half, and weld in adjusters to be able to control the torsion (and lift) of the front suspension. Lowered beams are also "cut and turned," but the adjusters are clocked the opposite direction so you can adjust them to take OUT tension which will lower the car.

Hope that makes sense!
