If you are going 1/4 turn after TDC, either you are checking the wrong cylinder, or the dist jumped. On occas, the dist can slip up and not catch the dist drive. I would bet on the dist jumped, especially since it ran before you towed it.

Pull the cap off and rotate the engine again to find TDC and make sure the rotor is pointing to #1 on the cap. Then re-try to start.

The pieces coming off the manifold is a heat riser, it is just a pipe that circulates exhaust gas under the intake runners to help with cold starts - helps it warm up faster.

You need to have headers that have the provision for it, you do not. It doesn't affect anything if it isn't hooked up. The riser doesn't merge with the intake stream, it just loops around.
