Sounds silly, but did you remove the E clip at the end?

Sounds like some corrosion in the hole. or an old piece of plastic from the old cabe. You have 2 options, get a long drill bit the right size and drill through it, or the less desirable way is to remove the plastic from the new cable and silicone it in to keep the moisture off of it and keep it from spinning..

Maybe there is a burr in the cable hole, I would get e long bit and go through it once, that should cure the problem.

Definitely chase the hole. Can you shine a light through for one side and see if there's a blockage or other fun stuff? I the same problem when I installed my drop spindles. Something gunky from the manufacturing process was lodged in the speedo hole, and i just chased the hole and all was well.
